Mr. David DiBiase



Mr. David DiBiase is the director of the John A. Dutton E-Education Institute at The Pennsylvania State University. As director he is responsible for guiding the College of Earth and Mineral Sciences' strategic vision and planning in regards to online learning. He works with faculty members, administrators, stakeholders, and Dutton Institute staff members to plan and implement online degree and certificate programs tailored to the needs of continuing adult professionals nationwide and worldwide. He is often called upon to serve in University committees and working groups that are asked to recommend policies and procedures that foster innovation and excellence in e-learning. He also manages the Geography Department's Certificate Program in Geographic Information Systems (GIS) and Master of GIS (MGIS) degree program, both of which are offered online through Penn State's World Campus.

Mr. DiBiase also led the team of geospatial professionals that helped to complete the Geospatial Technology Competency Model (GTCM) recently released by the U.S. Department of Labor Employment and Training Administration (DOLETA) The GTCM identifies what successful geospatial professionals know and are able to do. Competency models promote understanding of education and training needs for workforce development.

Mr. DiBiase is also a senior researcher with the National Geospatial Technology Center of Excellence (GeoTech Center), a member of the board for the Urban and Regional Information Systems Association (URISA), and president of the GIS Certification Institute.
