Art Faulkner was appointed on January 7, 2011, by Governor Robert Bentley to serve as the director of the Alabama Emergency Management Agency.

With nearly 22 years of experience in State and local government, Director Faulkner formerly served as the director of the Alabama Department of Homeland Security, the police chief of Coosada, Alabama for three years and Elmore County 9-1-1 Director/ Assistant EMA Director for three years. In 1996, Art moved to the Alabama Emergency Management Agency to serve as the State 9-1-1 Coordinator. While in that position, he helped establish new 9-1-1 programs and served as an assistant to the Chairman of the State Wireless 9-1-1 Board. Director Faulkner also served as Acting Director of Operations from 2002 to 2003 and oversaw the day-to-day operations of the agency.

Director Faulkner was instrumental in the establishment of the Alabama Department of Homeland Security after its creation by the legislature in 2003, serving as the State 9-1-1 Coordinator, assistant to the director and state agency coordinator. During his time at the department, he has written and implemented statewide homeland security and 9-1-1 legislation.

Director Faulkner has served as the past president of the Alabama Chapter of the National Emergency Number Association and as the past and inaugural president of the Alabama Association of 9-1-1 Districts. He is a member of the National Association of State 9-1-1 Administrators. He was also the 1995-1996 recipient of the Alabama Emergency Management Councils Distinguished Service Award.

Director Faulkner currently serves as the Vice Chairman of the Elmore Water Authority and the Elmore County Enhanced 9-1-1 District. He is a former member of the U.S. Department of Homeland Security's SAFECOM Executive Committee. He is a former Council Member and Chairman of the Finance Committee for the Town of Elmore.
